A preliminary partnership survey was administered to the Leadership Team of NCOSP in the fall of 2004. The purpose of this survey was to obtain preliminary feedback from the range of stakeholders in the Leadership Team from which to develop a set of instruments to measure the growth of the partnership. The survey was given in two parts: a diagram to map out participant activities and resources that supported those activities, and a multi-page open-ended survey.
Based on initial feedback from the leadership team survey, we developed a suite of online survey instruments and an analysis plan to measure partnership change within NCOSP over the life of the project. The resulting surveys were designed to provide a yearly "snapshot" of stakeholder perspectives on NCOSP at various points over time. The surveys were tailored to three specific stakeholder groups: K-12 teachers, K-12 administrators and higher ed. Faculty. All three online surveys have been administered once yearly from 2005 to2007. With the institution as the unit of analysis, ratings in the component areas above were compared each year between the representative respondents from those institutions and across time. Additional supporting evidence (especially in the area of reported change) was gathered through other evaluation activities, including the Summer Academy Impact Survey (a yearly survey completed by teachers six months after participating in NCOSP's summer professional development) and surveys and interviews conducted with higher ed.
